Where is Mulan?

We always find Mulan at China in Epcot. One of her current friends is amazingly good with interacting with kids. She alone would be enough to make any child a Mulan fan.
Disappointing about Mushu...I suppose it was a budget cut in Entertainment?
Also, where is the best forum for requesting that characters appear in the Parks? Is it the guest communications email or would it be better to ask at Guest Services?
