Wow that sounds awful, almost feels like Narcs started to settle in to sell to the zone residents and they started the fall of your neighbourhood living quality ( Ie, attracting drug addicts, weirdos..etc..)
Perhaps the creepy man was trying to get into the drug store you mentioned next door?

The guy who was dealing the drugs has moved out, so no. I think it gets targeted because it's a nice neighborhood.
