If it was an accident, that's altogether different. If it was intentional on the part of the cast member, then it's unacceptable. Was the cast member hurt at all in the incident? The kid didn't seem to be any type of threat against which the cast member would need to "defend" himself.

I never heard specifically, but depending on what the kid was pulling on behind Tigger's back, it could have been causing pain to the CM, either pulling the "shroud" tight around his throat, or twisting the headpiece which would have been secured tightly.
Or more likely, the kid was fiddling with a zipper, and in Tigger's attempt to twist away while pushing the kid's arm away, the kid got whacked.
It also wasn't reported until a day or two later, wasn't mentioned at all at the time of the incident. The father didn't know until he was reviewing the video footage he'd shot.
Here's my own presumption on how it broke down:
In the park, the kid was fooling around, got smacked (intentionally or unintentionally). Dad doesn't notice at the time, son doesn't say anything because he knows he got caught being a punk by Tigger.
Later that night, when Dad notices the "smack" on the video, he asks his son "Why did he do that?"
Son, not wanting to get in trouble with Dad, says "I don't know. He just hauled back and hit me."
Dad, taking his son's word for it (because why on EARTH would his son lie about something like THAT?), sees it as unprovoked attack, complains to Disney and calls all the news stations immediately.
And of course, once the media gets involved, the son has to keep playing along, even thought it's gone WAY beyond what he thought it would, just because he didn't want to get in trouble with his Dad for being a punk...
