We were just there this last weekend and two weeks prior to that, and we had a couple of different CMs offer to take a picture for us. I think it just depends where you're at and what they are doing. I've noticed there seems to be less CMs with "nothing" to do lately!
Noticed that too. More castmembers were covering two positions on some rides (loader and dispatch, etc.). I noticed that the character handlers seemed "less involved" as well. Many were almost hard to spot when we were waiting to meet with characters.
No, it is not a policy. In fact even Photopass is supposed to offer. What cracks me up is when a custodial person and I are standing right next to each other and they ask the custodial person to use their camera. I know they think I'm going to charge them. I offer and people turn me down ALL the time.

Also, coordinators and managers try to keep to a strict break schedule. You are lucky if you speed walk from place to place and make it on time. Forget stopping to take photos or pin trade.
Thanks for the information, I thought it was funny to watch a gaggle of cast members standing along the parade path waiting there and watching this family trying to get a picture together. I heard the husband suggest asking a cast member to take their picture, which I am sure they over heard. After the wife took the picture, I stepped in and offered to take the picture for them. The rest of the vacation I never did see a cast member help take famiy pictures. Not that it didn't happen, just never happened when I observed.

I took pictures all the time when I worked there. I still offer to take people's picture whether I'm in Disney or somewhere at home. Its a habit
