I've noticed a lot of ropes with triangular flags on them have appeared around the edges of many Epcot roofs.

Seems to be a lot of these roof railing project going on at Epcot. There were permits the other daya for Norway, Mexico and American Adventure.

Permit yesterday for Mermaid Roof repairs, wonder if this is from the fire from a couple months ago.

Mermaid Roof - Provide labor, material and/or electrical for construction

Been seeing a lot of permits recently for roof gaurdrails. New safety regulation or is Disney just catching up on old regulations?

Street of America - Scope includes adding new gaurdrail to parapet wall

I believe they are catching up with trying to bring WDW up to date with what they got Ding'd by California for not being up on regulations last year in that state. Kinda like when DL was Ding'd for not being ADA compliant in few areas of the DL/Cali/resorts parks, they in pretty short order fixed the same items in WDW. I saw those mirror changes in WDW last month.

Interesting piece of trivia.... The work on Avatar and the other additions to AK is being done by Balfour Beatty Construction. If you have ever seen Indiana Jones and the Temple of Doom there is a great scene at the end that takes place on a rope bridge over a gorge. Balfour Beatty was working on the Victoria Dam in Sri Lanka not to far from the filming location so they were hired to construct the bridge for the film.

Saw this permit today. Not sure if this is something existing or something new. Permit run to the end of the year so it's something pretty significant:

Bypass - Westward ho to splash mountain - Construction

Here is the map of the work area:
