Anyone know why the Galaxy’s Edge greets are still distanced?

Like what has been said here already...somethings may still remain a sighting for the time being. Galaxy’s Edge already towed that line between roaming and sightings where it wasn’t uncommon for them to be in these locations pre pandemic anyway.

So, did Mickey and Minnie not show up at Adventurer's Outpost? I haven't seen anyone mention them. I wonder what's holding that one up since they specified it was coming.

Hasn’t reopened yet. They said it was coming “soon” but no date yet.
They don’t have the staffing yet for it but hopefully soon.

From what I’ve read, this is how it’s always been in Galaxy’s Edge. Otherwise, lines would be snaking through an already crowded land.

That’s not the only excitement on the horizon. Guests visiting the park will soon be able to share a high-five with Mickey & Minnie at Adventurers Outpost and take in the newly updated “Finding Nemo: The Big Blue… and Beyond” – both opening in the coming months as we continue to add even more magic to The World’s Most Magical Celebration!

Ahhh, okay. I was figuring "coming soon" meant "...in a week or so with the others" and was confused why they would single out just that one to tease when it was far away. It being grouped with other Animal Kingdom stuff makes sense.
(Yes, I should probably read entire articles.)

Have the character meals that are currently available, for example Chef Mickey’s, gone back to normal interactions as well?

Some have. I just watched a YouTube video where everything was normal and huggy at Chef Mickey’s. But she also said that CRT is still just Cindy waving from afar.

At DL yesterday, my first hug was from a character host (someone I've known for years) who was excited to be allowed to hug again. My second hug was from a character. 
EVERYONE was so happy to have normal interactions back - characters roaming, side-by-side photos without ropes and distancing, hugs, autographs. There was a palpable joy in the air that was, yes... magical.

Some are not completely normal. Some restaurants will be keeping the printed autograph cards for efficiency. A performer signing four autograph books at every table makes for a really slow turn-over of tables.
