Perhaps you missed the part about Walt Disney. Walt was still alive when the powers were granted to RCID. Walt exerted great influence over Governor Claude Kirk and the Florida legislature to get those powers. Had Walt lived to see EPCOT, you can be sure he would have exercised those powers to their fullest.Its only grasping to you because they kills your notion of the Reedy Creek Improvement District being its own kingdom. Voters outside of Disney's property were able to shape what happened inside the Improvement District.

As luck would have it, Walt died and his brother Roy took over. Roy was not interested in the EPCOT project and all that it entailed. Do you not understand that Walt Disney was an obsessive perfectionist with an ego bigger than all the bumpkins in Florida? Don't you understand that had Walt lived he wouldn't have let anyone interfere with his dream in creating EPCOT?
RCID still has a lot of power that it simply has chosen not to use. And the RCID loves to let other Florida tax payers foot the bill for improvements within the district. That's good business and Walt would be proud of them.
That's correct but it was a politically done deal before Walt's death. Walt died in December, 1966 and the RCID was created in May, 1967. He had the assurances and the governor and legislature followed through. Walt really wasn't interested in building another Disneyland, but he held that carrot out to the politicians in Florida to get the power that he wanted for EPCOT. And he got that power but died long before he could put it to use.
Walt would go though Epcot and be very happy with the vast majority..............then he will ask when can we start on MY Epcot!
