In the initial promo there were 19 villains shown, including Dr. Facilier and King Magnifico.

I think Facillier will appear in the land, but you won't see Disney construct something permanent that heavily relies on Voodoo iconography.
He gets his revenge this year…

I still think having Ursula, Captain Hook, and Gaston (and to a lesser extent the Queen/Witch) in the land will be a little redundant since they're already featured in Fantasyland.
Does this mean we finally get that Secret Lab coaster?
Who else is sitting in that corner? I imagine Dr. Hamsterveil from the Lilo and Stitch TV show is there...

The Emperor's New Groove is finally getting proper representation at Walt Disney World!
Sometimes people hating on Wish makes me want to blame it on Jennifer Lee for ruining Wish’s chance to be a success and ruining Disney’s 100th Anniversary! Witch!Meanwhile, King Magnifico has been sent to the Dunce Corner of the Disney Villains Rogue Gallery.

Hey don't disrespect Dr. Hamsterveil like that! He actually does a better job at being evil at times compared to Magnifico. Believe me I've seen the Stitch Anime years back!

This kind of backs up what I've been saying. Only a portion of those villains make any real sense together (and there's no way you could design a single land that actually feels like it was inspired by all of them; they're too different).
Gaston, the Queen of Hearts, Cruella, Lady Tremaine, and Captain Hook are significant outliers from the rest.
