That's not a replacement though. The new Monsters attraction is replacing a previously proposed Monsters attraction (a show.) The VR attraction will be replaced when its own plot isn't sitting empty.
Sources say they wanted the monsters land to have a show, but that they never had one planned nor written. And apparently the massive amphitheatre in the concept art was either a late or a last minute addition since the permits showed a building with a far smaller footprint before it was cancelled. So yes, the ride took the shows place as the Monsters land second attraction.
Before the VR Broomstick was cancelled, the park was set to debut with 11 rides. After the the spinning coaster was added to the line-up, it was brought back to 11 rides on opening day. Like i clarifed, It didn't replace it in the literal sense, it just took it's place as the 11th ride.
