Hi This happens Alot And I Dont Know What It Means:

When ToT Has a 13 min wait even though the System only counts in fives

I didn't know it was so easy to look past the 'unlucky' connotation of the number 13 and not connect it to darkly themed rides like ToT and HM...
But in an un-sarcastic answer: 13 is those rides equivalent of 15 minutes, just to add a touch to the theming for people who are into that superstitious stuff and what not.
