They will likely only consider running the train once the outdoor area is no longer an active construction site. As they have started landscaping, I assume construction outdoors is wrapping up.

This type of argument is really getting old. This is not about finishing the RR. This is about finishing Tron enough so that they could re-lay the tracks that had been removed for the construction.It took only 6 years to complete the transcontinental railroad.
Completed in 1869, it was built almost entirely by hand.
IF the WDW railroad opens this December it will have taken over 4 years to complete.
My way too optimistic and umpteenth-adjusted expectation was train by 1/15, previews by 2/15, open by UCF spring break.I have heard December or January for the WDWRR. At a minimum, it is planned to open before TRON.
