I have an old video on my computer about WDW from, it appears to be, 1971. In showing fantasyland, they show the characters on the different rides... Well... When showing Mr. Toad's Wild Ride, we see Flower on one track going into the ride and Thumper on the other side. So the Flower character existed at one time.
