Don't know if I'd call it a "suit". And it looks like she's getting ready to crush London Bridge. And she is walking on top of the Thames. So, yeah. I got no idea. But she is wearing red. So she could be a "Queens Guard".
I would have thought they would just tell the guests to stop thinking happy thoughts.
