I had an embarassing fall on our last trip I was trying to help a CM who kept dropping things. My foot got caught in the tracks around the hub and my shoe came off and I fell. Got road rash all the way up my leg. Looked all meaty and fleshy and nasty.
And yes, I did a claim. Not because I wanted a bunch of money but because the CM told me that my options were go to the hospital by ambulance and Disney covers the cost or to go to Walgreens and bring back a receipt. I elected for walgreens. Got gauze, ace, and creams and sprays. Came out to about $18. They told me the only way I could get the $18 back was to file a claim (after originally telling me it would just be credited back to my room). And the rest of my trip was hampered because of this.
If she (OP) fell and was seriously hurt, she has the right to file a claim. Just because someone files a claim, doesn't mean they are looking for a huge payout.
My father was sitting poolside at POP. The chair (which was rusted) collapsed and broke suddenly causing my dad to injure his knee and hip. Yes, he filed a claim to help with medical care for it. That was it.
And yes, I agree that some people are just sue happy. I can definitely think of a few (like the couple EACH sueing Disney cause she got hit by a guest at the teacups...just sayin lol), but that doesn't mean no one should file a claim.
The fact here is: if you bring it to their attention right away, be civil about things, don't make demands, you get results and you walk away without any hard feelings.
