You need to ensure that you have a friend assigned to help with fishing. Usually gardening levels them up the quickest, but at least one needs to be designated fishing. Then go to the beach and ensure you're fishing in the orange circles. Should pop right away.

When you unlock Moana and get her fishing boat, it has shrimp pretty much always.
