So, I just checked out about cartoons based on toys, and apparently we are in the clear there. In that case, here's two '80s properties I'll throw out:

What about a Garfield dark ride for Toon Lagoon? Maybe one based on Peanuts, I know Knott’s uses those characters but I believe Universal has rights to some extent because there’s a peanuts are in Universal Japan.

I just checked if there was anything worth digging up in the Ruby Spears Library.

Uh... Alvin and the Chipmunks we can't use along with Heathcliff, Thundarr is too similar to He-Man which another team is going to use, I heard the Cowsboys of Moo Mesa is good... in the Konami arcade game.

So nope.

So, for these are the IPs that we've discussed that I think are most viable:

.Wacky Races - could be a lot of fun, and translates really well into its' own attraction.
.Laff-a-Lympics - Not as good as Wacky Races, but it would be a good way to bring in a lot of characters.
.Looney Tunes - Pretty straightforward and obvious, but, surprisingly, no one else is talking about it.
.G.I. Joe - Great IP, but I'm not sure how well it would work as a dark ride.
.Tom and Jerry - could be really great dueling dark ride.

I'd still like to remind of us Courage, Betty Boop, and Freakazoid, but I think that we're on the right track. Is there anything else I've forgotten or we haven't discussed yet?

Yea, gonna have to put my foot down on Garfield and Peanuts. They're iconic comic strip characters first and foremost and the animated series based on them aren't really the definitive part of either IP.
I would argue that stance for Peanuts, but I agree that we shouldn’t be able to use them.

The Tom and Jerry dueling dark ride is my favorite idea so far. Its a unique idea that other than (maybe) the WDW version of Mr. Toad's Wild Ride hasn't been done before, plus its realistic with Tom and Jerry's popularity that's not going to go away any time soon.

My only concern is that the queue and exterior would need to do something creative to make it stand out from the Dubai version and the (presumably) residential setting of the rest of the ride.

I think I agree. I have a few pitches in the works, but I won’t be able to post them until I get out of work in a few hours. If we can solidify this by tomorrow (Tuesday) I think we’ll be in a pretty good place.

Are any of the other teams talking about Spongebob? That’s another IP that won’t fade out of popularity anytime soon. I also think Tom and Jerry is our best idea so far.
Team Durango was discussing A Battle for Bikini Bottom ride, but they've moved on from that and are now discussing Yogi Bear and Jetsons.

I'd prefer to stay away from SpongeBob, it already has presence in a few parks and honestly it deserves more than just a dark ride, it deserves a land. IMO

Also before I forget this idea, I feel like an integral part of Tom & Jerry is the facial expressions. Why don't we have facial animations for the vehicle (using animatronic or projection technology)? Ex. Mouse vehicle laughs while cat vehicle is angry and screaming. Obviously only the other vehicle can see the expressions so it would give it a bit of repeatability.

It would give the ride two firsts: first dueling dark ride and first ride with facial emotions for ride vehicles.

I just want to mention that I think we should avoid having the location of whatever we do be Kidz Zone. I think its a bit too obvious when it comes to armchair Imagineering (Creativing?).

Personally my dream location for a cartoon themed dark ride at Universal park would be where Waterworld is at USH. Would work much better with the rest of the 1930's Hollywood street and the cartoon themed gift shop near by.

But I know most here are going to prefer to work with Universal Florida (assuming we go with a WB/HB property), so I'll wait to see @JokersWild pitches first before saying anything definitive where I want it to go there.

Welp, in terms of the pitches, I was going to come back with a bunch, but then I ended up looking at Tom and Jerry more and more. If you guys want the basic outlines of my initial pitches, just in case any of them strike you:

.Courage the Cowardly Dog boat ride - similar to the Garfield ride at Kennywood, but good.
.Perils of Penelope Pitstop dark ride - Loose parody of Snow White. Could be a lot of fun.
.Laff-a-Lympics dark ride - similar in scope to the Hanna-Barbera ride that was at King's Island in the 70s/80s.
.I still think that a Ren and Stimpy dark ride would be absolutely amazing.

Now, Tom and Jerry. Nothing horribly in depth, but my initial thought is to not have guests represent Tom or Jerry. Instead, they would be "helping" them. Tom's ride vehicles are wind-up mice that Tom acquired to trick and catch Jerry. Jerry's ride vehicles are wind up cars, meant to help slow down and distract Tom. The attraction would be similar to Mr. Toad in scope where it's very fast, very madcap, and very kinetic. The ride features scale representations of both Tom and Jerry as they try to outsmart each other.

In terms of location, I'm not sure how well it would work for Tom and Jerry, but I've been thinking about getting weird with placement and pretending that our attraction is part of a Hanna-Barbera expansion at King's Dominion in the mid-80s. King's still had the license to the properties at the time, and I believe that Tom and Jerry should be included within that. Might be a unique solution to placement.

I'm still pro-Tom and Jerry and I like the toy idea as it could help us avoid some issues with scale.

Tom & Jerry wasn't actually owned by Hanna-Barbera. Bill Hanna and Joseph Barbera did create the original characters and cartoons, but once they left MGM to create their own company the rights to the characters stayed at MGM.

They did license it two times throughout the 70's and 80's, but in much the same way as Casper, Fantastic Four and Aaddams Family were licensed to HB.

They're both owned by the same parent company now (MGM's library bought in 1986, HB bought in 1991), but back in the 80's it ouldn't have been included as a HB IP.
