Actually when they first started FastPass it was only for people staying on property. I was in WDW that first year and it was only available to on property guests and possibly AP holders, not sure. I thought at the time that it was a great perk for staying on property and made the added cost worthwhile. I don't think it is as effective when it's available to everyone.:shrug:
It may only have been testing when I first used it, I'm not sure,:shrug: but there were attractions in all the parks w/ fastpass and it was only for on-property guests the first time I used it.I'm pretty sure they have always had fast pass for free and its never been a resort only thing. It might have been a test run just for resorts in the beginning before they rolled it out park wide but I'm almost positive it was always free.
