I'm sure you're right -- but I think it's still a bit of a D move by Disney, which surely has sufficient resources to pay people to work on these issues during the 10-12 hours the park is shut down for the night (or the park is open, but RoTR is down, for EMH).
It's not always about money or time. Sometimes things shut down because 28 things happened an a very specific order or at the same time. This error could happen 5 times in a hour and then not again for a week if you fix it using the quick fix above. This error might be repeatable in the short term because 26 of those things are still actively happening, the goal of the long down time would be to figure out what those 28 things are, how they are interacting, and why it is causing a shut down. On the other hand a simple reset or clearing of the system might make the ride work great again with no errors... but no one knows when those 28 things will line up again OR what happened in the first place.
