Doubtful. Disney would solve that with incentives if that was what was really holding them back. Labor shifts can be fixed with simple dollars.. you don't stop the entire juggernaut over something you control like that.
From what I'm hearing there have been incentives but people won't take them. A cast member's job is not exactly roses when you factor in poor quality low level managers, the millennial's lack of work ethic and a replaceable attitude from HR.

I think until people start committing crimes with lightsabers Savis workshop and Star Trader are safe.

Don't forget about the improvements to the river. Everybody thought it was destroying the river and island. Instead it enhanced it and gave it a new lease on life.

I've had my reserves about Galaxy's Edge (which I still have) but I've always been hopeful, even the Rivers.

I'd still RATHER have no Star Wars in DL park and the river back the way it was. But I think the Imagineers did an outstanding job handling the change, and they've made tolerable to old DL geeks like me what might have been a total disaster. I'm looking forward to seeing GE eventually, but I think my favorite part of all this will always be the new left turn on the railroad. :D

I hear Disney is still having staffing issues with the new land. Cast members don't want to give up their comfortable rides for the mayhem of a new ride. That is the main reason ROTR won't open early. HR's hiring process is taking too long. It seems to take 2-3 months from the time you stumble in HR to when you are standing in front of a ride.

...yeeeah NO that is "not the main reason" - don't profess to know something that you don't.

It's just dirty rumours that are coming out to try and make SWGE seem like a failure by the pressed Disneyland fans who are still mad about the new expansion/land. Nothing more. This is going to be a major success for Disney.
I don't doubt it will be. It just has a few growing pains like any other new ride/land. Once ops becomes use to it and better management practices are in place, things will be humming along like the rest of the parks.

Another aspect is adding several entrances and changing the dead end over by Splash Mountain. It'll be awhile before it can be used as such but even if you aren't going on rides or shopping, it'll be a nice little walk over to Fantasyland.

Now if they could do that to Toon Town...

I get your point, and agree with what you said- but it's worth noting that the millennial generation is those born from 1980-'94. I'd hope most of them have progressed out of these positions in Galaxy's Edge.

Let's blame Gen Z (my generation) for the lack of work ethic 🤣

I do find it funny that every generation thinks they work harder than the next. One tide pod or cry closet sends an older generation into a frenzy but then they get fooled into sending money to get a "virus" off their computer.
