That's been my expectation with WDW's version then opening in December alongside Episode IX.Here's what Cars Land looked like in June, 2011, exactly 12 months before its official opening. Mountain rockwork is done and beginning paint, but most buildings in town are barely coming out of the ground with structural steel. This photo is looking from the Blue Sky Cellar right down what would become Route 66.
Compared to a good aerial shot of Disneyland construction for Star Wars from about a month ago, early March, 2018. Rockwork is around the same condition as Cars Land is in the shot above, but the "town" portion of the land seems to be much further along. Although there is more buildings and structures in Star Wars Land than Cars Land.
I'm thinking that Star Wars Land will be basically complete and functional a year from now, with a longer than average portion for testing and fine tuning, before a series of media events in May and a grand opening party by June, 2019 at the latest. If not Memorial Day Weekend, 2019.
