So no, that’s Luke.
I don't know if it even needs to be Mando era Luke, but certainly could be and that would make sense.
It could also be Luke as shown at the end of Ep7, which is right in GE timeline, as shown in this image -

Luke is also around in 2 of the 3 sequel trilogy films. They could include Luke easily without any adjustment. Same with Han and Lando.
Actually what I posted is from Ep7 (the teaser they had of Luke prior to us knowing about the Kylo tantrum), this is the picture of Luke at the Jedi temple post-Kylo tantrum from Ep 9 -The Mandalorian/BoBF appearance of Luke is 5 years after Return of the Jedi which would put him at about 28yo.

The flashback of Luke when he failed Ben Solo and Ben destroyed the Jedi Temple (which is what the picture @Disney Irish pasted is from, not the end of Ep 7) he would have been about 47yo and has a beard.

Luke in episodes 7 & 8 was 53yo (even though Hamill was 66) and is obviously much older (still with a beard).

Which of the above Luke's seems closest? Let me make is easy for you. He's wearing the EXACT same outfit he wore in his appearance in the season 2 episode of The Mandalorian.
And mimicking the teaser trailer for Ep 7...They could obviously include any age Luke. They could have 8-year-old Luke if they wanted to. Will they likely go with some 30-year old Luke? Most likely, as they can just use their Prince face character actors to do it. Its the easiest solution and the least interesting version of Luke, so it will probably be what they do. Exactly. Disney didn't spend 4 billion dollars to purchase a franchise, make 5 movies and 13 television shows of their own so that they can showcase Lucas-only created things in their theme parks. They are happy to pay homage to Lucas' work, but when it comes to a theme park land they are going to be focusing on what they created after the purchase, not what they didn't create before it.It's Mando S2 Luke simply because they can appease the OT fans while staying within Disney era stories.
Sorry I got the numbering incorrect, but as I said I was referring to the teaser for Ep7 (which yes later was revealed to be part of the flashback in later Episode) as the homage used in the clip, and others agree it could be. Sooooo......not sure if you are getting things majorly confused in regards to Episode numbering and when things happen, but regardless of ANY of this, the clip Disney showed is very specifically Luke from The Mandalorian. I don't see him putting his hand on R2 as some indication it is mimicking the flashbacks from the movies. In the movies Luke was in dispair...in the Disney clip he is just putting his long time friend on the head.
So my question is, why would Disney tease something so specific just to arbitrarily change it to another version of Luke at the time of the actual meet and greet?
Please God no. Han Solo would never let us fly his ship for the first thing. Secondly, Disney hasn't mastered the uncanny valley with realistic human AA's, so Hondo's alien look helps sell the illusion much more than a Harrison Ford AA would. Yes to Han, don’t care about these new characters no one’s heard ofThen they need to change ROTR and put in Grand Admiral Thrawn instead of Kylo. Replace Finn with Mando. Replace Rey hologram with Luke hologram. Keep BB-8 because that droid rules.
