If they cleared out the office spaces behind Sunset Boulevard for park expansion, they could move the offices to the Galactic Star Cruiser... , Open the windows...now you have public spaces and a hundred offices for staff... and some freed up space for park expansion....And while it would cost money to convert it to office space, it would still be cheaper than building a whole new office building...
