The most logical explanation is they left the site in March expecting to be back the next day, and then things changed. And they haven't been back since. I suspect if the owners of that equipment needed it for a different project, they would be trying a little harder to retrieve it. They either expect to be back to this job in the reasonably near future, or they don't have need of the equipment at this time. If it's rented equipment, that would lead us to believe they expect to be back within a month or so.
The equipment is likely rented, and, yes, someone is paying for it.

I’m not sure where, but sunbelt or United has an on-site rental location exclusively for WDW. I would expect that Disney is footing the bill directly for the trailers and equipment.

I just wanna say, it is not odd for even small construction companies to own a lull and a man lift. These things are used on most jobs, or around warehouses and shops. Disney probably owns several of them.

I used to work for a small contractor. We had no more than 75 men on payroll and about 12 in the front office. We had a forklift, lull, and several man lifts. These things are durable and will last for many years. It makes good sense to own them.

Okay, alright, fine...so then, how long will that stuff sit there, if it has no where better to go, if the project is on “pause?”

It makes no financial sense for an asset to sit underutilized.

The lifts and equipment left onsite aren’t indicative of anything. Most construction companies have everything from bulldozers to generators to lifts on long term rental from companies like Herc, Sun Rental, United on a yearly basis. The units are paid for. And even if they wanted to return them it may actually be more costly to send them back and then have them come back to the construction site when work resumes. The only way that equipment goes away is if the contractor is no longer part of the project. Then it disappears quickly.

I had worked construction for many years. During the good , busy times, when equipment rentals where up, sometimes they were picked up the very next day. When things were slow, sometimes they didn't pick them up, until they had another job to take them too. I remember one job where we had to call the rental company, and tell them to come get their equipment , because its taking up too much space.

No.

Think of it like leasing a car.
Eh, from an accounting perspective it's a lot like ownership.

"A capital lease is a lease in which the lessor only finances the leased asset, and all other rights of ownership transfer to the lessee. This results in the recordation of the asset as the lessee's property in its general ledger, as a fixed asset. The lessee can only record the interest portion of a capital lease payment as expense, as opposed to the amount of the entire lease payment in the case of the more common operating lease."

If you zoom in far enough, you can see that construction has started up again:
