The building of that complex was contingent on Osceola County getting a specific grant (it wasn't going to be built with just Disney money). Not 100% sure, but I don't think Osceola got the grant, so a no go.

Photo update as of Monday, July 3, 2017. Splitsville has enclosed its second story balcony and it's all an indoor dining area now.
