ABC (Disney) and Weather Channel already have some kind of agreement where they share reporters/assets for on-air use. You'll see WxCh reporters on ABC when hurricanes/blizzards/etc hit; and you'll occasionally see ABC News reports on WxCh when weather becomes news (climate change stuff, etc)
They could replace the film in Soarin' with one that actually has some educational value - Soarin' in the Rain.

True. Theoretically, it could be more like a branding than a sponsorship, sort of like the ABC Sound Studio, or Animal Planet: Live at Universal.TWC is a very lucrative network. Although Disney is likely bidding solely because of that, it may have some potential. If they can't find a sponsor to pay for the attraction, TWC's name would at least draw in guests.
In addition, there has been talk that TWC is looking to open some type of attraction here in Atlanta. That could be something Disney would want their hands in since tourism here in the ATL is picking up, and land in the city is pretty cheap comparatively.
