You keep hitting on the front of the line pass thing so I will address that directly. It does have the potential to do all of the things you say but it also has a dark side. It can create caste system in the parks. From everything I have seen Disney do, they want to avoid a have's and have not situation in the parks. They want the parks to have a happy-happy-joy-joy, every one is special in their own way, warm and fuzzy feel to them. While it is certainty not the capitalist pig mentality that Disney is infamous for, it is a formula that works for them and their P&L statements prove it. While Disney does have a few things that do have a have and have not stigma to them, they largely run under the radar. VIP tour guides are almost invisible, resort perks are contained to the resorts, etc.
While people who will be on the top tier of a caste system will love it and feel that they have earned it. The lower rungs, who make up the majority of Disney's income, will hate it and will eventually either stop coming or go somewhere else. Disney knows this and they are keeping us common folk happy and making us feel good about our miserable lives. IMHO this is pure freaking genius on their part.
There is no question that Disney has considered doing some sort of fastpass resort perk. Disney has patented several fast pass versions that would include tiered access depending on your resort, DVC membership, etc. When the Year of a Million Dreams promotion was going on one of the prizes was a one time per ride unlimited fast pass. I saw this as a BETA test for either a deluxe/DVC/pay as you go fast pass perk. All of that was several years ago and since we have not seen anything come of it. The safe assumption is that either they feel that it will not benefit them, it will not work or they are simply keeping it in their back pocket for the next tourism slump.
The next thing we have to consider is what effect such an unlimited system would have on the existing fast pass system. The current system works as well as it does because they know that there are only so many fast passes out there at one time. This lets them keep the stand by lines moving. Adding an unlimited fast pass would add an unknown variable to that equation. A group of 20 deluxe resort guests could conceivably shut down the standby line at an E-ticket attraction.
At most I could see Disney putting in fastpass machines at the deluxe resorts that would allow guests to get a limited number of fastpasses before they left the resort. This would be invisible to most guests and could be integrated into the existing system without disrupting it.
