There was. The issue with Tower of Terror though (from what I was able to tell) was that EVERYONE knew about the change. I live in New Jersey and everyone seemed to have heard that they were taking away Tower of Terror for Guardians. Even the people who have only been to Disney once or twice seemed to know. It was actually kinda weird, I remember everyone asking me if they were actually taking it away.
