Sounds like they made Disney agree to do the things Disney was already doing. Obviously we need to see the rest of it but so far there isn't anything I would consider surprising.

Here's the agenda for the Board of Supervisors meeting on June 5, which includes a request to set the date for the second and final public hearing for consideration and approval of the development agreement to June 12.

What a pathetic waste of everyone’s time.

Yes but how often has Disney changed their mind and scaled back what was originally planned?

In terms of money spend, not that often. I can think of a few examples but all were tied to pretty major events like 9/11 or Covid. They do cut features pretty regularly to prevent overrun but it isn't that often they actually spend less then the original budget on a project. Either way, in this case, the district is asking for half of what Disney said they want to spend at WDW over the next 10 years so I would be surprised if the agreement would prevent any scaling back with such a low number.

Except development agreements have to follow existing zoning which has to follow the existing comprehensive plan.

The Gov gets some local brownie points out of this...

1 - they're forcing new requirements on Disney's contracting
2 - they get to claim locking in big investment in florida
3 - they get some other minor talking points like locking in housing advances, etc

I need to read the doc throughly yet... but it sounds like a real backyard settlement to me. Give me a few bones and we'll back off. The Gov gets a few wins and gets to stop investing energy in this fight that would risk putting his agenda in front of the courts more than he needs to.

To each their own opinion, but my takeaway here is that Disney had the governor walled in. He's giving Disney everything it wants here, first by resetting to 2020 and then by negotiating an agreement that requires Disney's approval to modify. Any victory claims he makes are, at best, pyrrhic.

As a Disney fan, I could care less, though. I just want this nonsense ended. And we're reaching that point soon, barring something unpredictable.

Not really...

Disney is still forced to live with the outsiders now - the king is dead.
Disney is making concessions to not just what the District does, but their own contracting. (this is the same company that setup their OWN construction company in the past)

FWIW, just my opinion, but I don't think this would have all happened or been resolved so amicably if Chapek had not been ousted and Iger come back in. And I think that's for two reasons. First, Iger is much more adept at dealing with the Florida politicians than Chapek is. Much more.

And second, Iger went on record publicly saying that Disney should have been less involved in political messaging and more focused on just producing entertainment. Notably, he didn't say Disney had changed its viewpoint on anything or that what Chapek said about issues was wrong; he just said that Disney needs to be less into political influencing and more into their core product. Even if that may not mean much in reality, it gave DeSantis and the Florida legislature some wiggle room to negotiate under the guise that Disney was "backing off" a little bit. I don't think that would have happened under Chapek.

They aren't reverting anything the new District did. The 'back to 2020' is Disney giving up the 2022 comp plan they rammed through before the cutover. The district didn't touch anything with the comprehensive plan since cutover... Disney is the one who tried to get an update through rushed. This is Disney conceding they would go back to the docs BEFORE the rush and both sides would work on a new comprehensive plan. Disney isn't winning anything with that point. All the changes the district made since coming into being stay.

This isn't an accurate assessment at all in my evaluation, but you're again entitled to your point. What I said a few weeks ago remains my perception of these events, as did my later reply to someone's comment about a phone and some impending testimony. My stated belief is that Disney got everything it wanted from this and even more with the road improvements and the presence of Kopelousos as district administrator. You and I have reached an impasse here in that we're so diametrically opposed on this particular topic, which is again fine.

No, it isn’t. The 2020 plan was replaced with the 2032 plan.

Florida isn’t spending anything for Disney. That’s money collected by the district mostly from Disney.

Disney caved. They are worried that a true believer will have power next year. They’re getting the gravy train rolling in the hope that those in Florida will head off other attacks.
