Chapek made a mistake coming out so forcefully against the bill. He should’ve kept his mouth shut and just absorbed criticism from activists in his company. Now he’s made everything much worse.

lmao, it's DeSantis who made everything worse by promoting a bill based on a false narrative he and his goons used to rile up his base for votes.

Either way, it will get tied up in courts, and nothing will come of it. DeSantis is known for this. He signs a lot of "bills" and executive orders that ultimately amount to nothing.

Just re-watched a very interesting video of Walt himself talking about "The Florida Project". Disney World was never intended to be just a theme park. Yes, a park was planned, but the heart of the project was to the Experimental Prototype City of Tomorrow (EPCOT), a true city not just a park. The Florida project was planned to include an airport, industrial park, whole city and theme park. So, it could be argued that RCID was never intended to support just a giant park, but a real city. With this in mind, should Disney still have the authority to operate their own improvement district? It was intended to be controlled by the residents that live there, that NEVER happened.
There was zero planning for an EPCOT city when Walt died. As the imagineers soon discovered, if they built a city the EP and T would have to go. As one imagineer said "You can't experiment with people's lives". So instead they used cutting edge tech to build a lot of the resort.

Regarding this:

Those with legal backgrounds what are the chances he levies a tax on tickets inside the former RCID area to support the infrastructure and debt burden of the former district? Seems like another way to punish Disney and those that support them ie is the customers…

No legal background, but maybe they could barter promised future investment like DLR did in order to hold off such a tax

They're not trying to hide the fact that they targeted Disney because they didn't do anything to penalize Disney by denying them any rights or benefits that any other company is entitled to in the state.
They used their legislative power to pass a law that they openly admitted they passed in order to hurt Disney and they openly admitted that they did it as a result of Disney’s actions that were protected under the first amendment.

Hang on! The villain here is the one who signed the 'Don't Say Gay' law, not the high profile company or it's CEO.
We now see DeSantis and his cronies rejecting math books claiming they promote critical race theory and GOP activists going on TV claiming Disney parks are a hotbed for pedophiles and the Disney company sexualises young girls, these kind of 'accusations' are standard GOP tactics when someone stands up to them. It's pathetic and immoral and this nonsense needs to be tackled. If Chapek had said nothing he and Disney would look like they are supporting all this vitriolic right wing bile. The best thing Disney could do is stop any donations to the Florida GOP until they grow up, stop acting like high school mean girls and work for the betterment of their state. State before party.

DeSantis and the members of the legislature have been very open in saying that they are doing to this to Disney in response to their political stances. The lieutenant governor even said that they would consider not doing it if Disney would change their stance. It doesn't get much more clear than that.
I know that but the government considers a corporation a life entity. As such, the company didn't say it, nor have they made any move yet, to make threats themselves. Chapek is the CEO but he is also separate form of life entity and he has to be harmed directly to be a victim. I know it is very closely related, but it is the company itself that is being harmed by Florida's action. If Florida wants to know what is possible they should think about Disney selling out to someone that just wants to scrap the whole place and sell it for parts. Florida is possibly, literally biting the hand that is feeding them. Florida is also sending the message that any company will not receive special offers to establish themselves in Florida and even if they did, one wrong word and they can lose that offer after then have invested there. Dictatorship has no heart and no friends, only people to afraid to call BS on all of them. If current leadership wasn't so near sighted and childish they might look down the road, but apparently the old saying that one would have to be an idiot to be a politician is true. However, the public that put them in there, is even dumber.

Can the state create a new taxing district (local or otherwise) in which to place the former RCID and use it to insulate the counties from harm by collecting status quo taxes or target TWDC with an increased tax burden?

I am wondering how much force is behind the governor’s bluster about taxing Disney.

He really won't. He doesn't plan on being around in Florida long enough for it to matter so scoring political points is more important than putting through anything that might help Florida long term if it can seen as him caving in anyway.
He is prepping for 2024 and that’s on point. His crush on his opponents who go against him is working in his favor with straight up retaliation in return. Goodness in the future if his foe is someone outside of our country.

The “standard” that “has already provided here multiple times” consists of assertions.

TWDC, perhaps, has a better claim under 14th than 1st, from my view. But, even that is shaky, considering they were not singled out or even directly party to the legislation.

You can listen to Fine outline the angle they’ll argue in the stream of the special session.

Let’s see how it plays out, shall we? In a year or so if TWDC has won their slam dunk easy peasy first amendment straight to SCOTUS landmark case you claim they have, I’ll happily admit you were correct.

I don’t believe it will be so simple.
I also wonder how the fact that there were *multiple* districts - not just RCID - affected by this non-renewal legislation will impact things. The fact it’s a decision not to renew - not just suddenly revoke - may also factor in. Lastly, technically RCID is a wholly separate entity from TWDC. Now, through various anti-market measures they exerted universal control over this entity. All this will be fascinating considerations going forward

As I think through that last issue, does TWDC even have standing to assert a challenge?

TWDC may not even challenge leaving Orange and Osceola counties to pay and stick the increases to the affected taxpayers ( ie property taxes ). The Orange and Osceola residents who supported DeSantis - Be careful what you wished for but it looks like it is too late.
The property taxes that they pay now go to Reedy Creek. In the future they will go to Orange county so there is no change,
