Recent promos suggest Disney restaurants are in trouble - why?

If this is true, lower price to increase demand. It ain't rocket science.
That's what a discount is. What Disney is doing is smart. Keep menu prices high and allow the discounts to flex up and down to change the effective price with the market. It's much more efficient than lowering the menu prices.

It's the same thing they do with rack rates in their rooms. Discounts aren't a sign that the hotels are doing poorly because Disney knows that the rack rates are more than what people are willing to pay. When you keep list price high and then gradually (and temporarily) introduce discounts, you have a much better chance of finding the sweet spot.

It all comes down to $$$$$$$. We've been DVC since 2004 and have watched all prices go up and up. They started to offer us the dining plan, then started to take things away from it while raising the prices. Also watched may restaurants take away many items on the menu. Over the last couple years I can't remember the last time I even ate on property. Go a half mile away and get twice the food at one third the price.
