Is it really necessary to get a PS in July for Le Cellier? What about any other restaurants? Are their many people during this time in the DW resorts?

Yes, I would recommend getting a PS (or Advanced Reservation as they refer to them know) for Le Cellier. It's better to be safe than sorry, and it will always be packed during a busy season.
Speaking of which, WDW will be very crowded (and hot!), as it always is, in the summer months. If steak is your thing, try Shula's Steakhouse at the Dolphin Resort as well, rated as one of the best steakhouses in the state.
As for other meal options, are you traveling with children? If so (and perhaps even w/o them!) Chef Mickey's at the Contemporary and Crystal Palace at Magic Kingdom offer great food for the whole family and great characters as well. Do a search and you will find these and others for some great dining options.
Also, hop on over to http://www.allearsnet.com/din/dining.htm for everything you will need to know, including menus of every possible eatery!

Better to be safe than sorry - I certainly would make the ARs, especially for the first 3-4 days of your vacation!
Bottom line is that if you are really picky about the times at which you'd like to eat then you definitely must make reservations, especially for dinner! If you're willing to be flexible, then you can take the risk that you'll eat at a weird time (although it's much easier to get tables at lunchtime, if that's what you want).

July IS the busiest month (according to Touring Plans) - so make your AR and once you've got them you can always change or cancel them

We go in July every year. Last year was the first year we tried to get a walk up table to Le Cellier. The cast member said that someone just cancelled so we were lucky to get a table. But, she said that typically you cannot get anywhere near this hotel without an ressie. This reataurante has really taken off in popularity in WDW of late. I would definately suggest making the ressie.

absolutely!!!! Le Cell is one of the most popular restaurants and if you dont do a PS you may not get in!!! I would call NOW!!!!!!!!!!!!! BellePirateJessica20 said:

We were there in July last year and it was quite crowdwd. We made our PS for the most popular restaurants, but others we just wandered in or made the PS early in the morning.
Better safe than sorry... make them now. You can always cancel if you change your mind later.
