Oh, gosh yes. But I would personally narrow it down to about 10 states. Most are west of the Mississippi, although I did consider Tennessee for a brief bit after hearing from friends who escaped to Nashville last year, and got their daughter's family and grandkids to follow them. They all
rave about it, and the housing costs are half of OC's.

That's the beauty of our 50 state republic. Each state can set it's own rules and laws and legislate itself differently. You set up a system of competition and free enterprise where Americans can choose to live in the state that benefits them most for whatever they value the most, and/or what is best for their children.
