My guess is that they knew they were going to be building the custodial room and didn't want to re-pour the concrete there only to be torn up again.

Have you worked in that building in the last decade or two? Friends tell me it's even worse than I remember. Those restrooms are ca.1966. Some of them are no better than closets. That building is badly in need of an overhaul and some of the work described is spot on. I shudder to think what a mess it will be while it's going on. I'll have to reach out to friends who still work around there and see if they even know. Frequently the information in the Permits is news to them, too!It's about time they reconfigured those restrooms. Productivity is toing to skyrocket!
