Oof, a year off. It just seemed like an unresolved issue far longer than it should've been.
What do you mean unresolved? As in they kept the bursted pipe unfixed for a year?

My guess is that they knew they were going to be building the custodial room and didn't want to re-pour the concrete there only to be torn up again.

My thinking it had been two years probably played a part as I thought it was becoming another Tomorrowland entrance issue where they say they're going to fix it and 4 years later it's still not done.
