I remember a few years back there a permit marked as confidential.

Turned out it was a closet at the dress shop.

I always took Confidential to just be a placeholder name on the permit to get the process rolling. And then it'll get updated when they are ready with the actual thing the permitted was created for.

Does CONF mean confidential? The company linked to that permit are known for Structural and Civil Engineering?
I don't know if it means confidential but the permit marked DLR - CONF is for the castle. It has been rumored the castle would go under a major refurb in the winter to prepare for the 70th anniversary. Building 7101 is Sleeping Beauty Castle.

The first one with SBC is the same permit number as the previous CONF one. That answers that.

I have an explanation for this. A friend of mine was working backstage and could see details through the construction fence for the first time.

This project is a new CM support facility replacing a pre-fab building from the mid-70s. The new pre-fab is smaller and includes an outdoor break area with slatted fence separating it from the roadways surrounding it. There is an accent feature of a Matterhorn Bobsled mounted at an angle. There are various shade structures and both stationary lights and strings of lights. It was the bobsled reference in the permits that threw me off.

For reference, this building is located between the Opera House and Space Mountain, and north of the Security Office, which is at the west end of the Old Admin Building (Primeval World). I was very puzzled by this and am glad to have an explanation.
