My guess is temporary, built out photo backdrops for the Halloween parties. They had them right outside the Plaza, outside of Stitch, and outside of Jungle Cruise last year. At least the one by Plaza had "day time" scenery that covered the "Halloween" scenery when a party wasn't going on.

Thinking about this, if there are going to be several barges moored there for fireworks launching then that suggests they are going back to the original “concept” of WS where the focus is on the American pavilion from Future World.

But there could be similar platforms N, S, E & W …. (I’ve not followed the plans very closely yet).
