1.) Any program that can save pictures in jpeg (or gif) (or png) format will work...

2.) Get started anyway you want. Be creative. There is no step by step guideline for art.

You don't have to. You can start completely from scratch if you've got the know-how and your final product is something that can be done without any source images. Try checking out some photoshop tutorials online to see what features it has and tricks you can do with it. That is how I am (slowly) teaching myself the in's and out's of it. I'm still very remedial though.

Nope, I didn't use any for mine. Simple line tool, with textures, layers and lighting effects thrown in.

It takes a lot of practice (I'm still very limited in what I know), but these contests are a great reason to get better at it.
