Corrected information on the apartment: I misread the question. Yes an apartment was being built into the castle but Walt 'left the project' before it was completed. This comes from AllEarsNet:

As for the clock hands, I can only guess. My guess is that either they didn't want them harmed or are 'refurbishing' them.

Well, from the concept art that I've seen:

It looks like they are planning on having some decoration that would cover over the face of the clock anyway.
