Yeah, well I'm thinking that's because it's more of a pan-Asian offering. I've never been to a Chinese, Korean or Japanese restaurant that brought bread to the table... tea, yes, but no bread.
I don’t think they have any bread culture. Could be wrong but I’ve never had it brought either.

They had bread service prior, and they still offer bread, but you have to pay for it.

"Free", hahaha. Kinda like the "free computer" kids got from their college in exchange for paying their tuition bill? Maybe it is more of a bread exchange than anything else. Perhaps WDW says "we will give you this bread in exchange for you giving us some of your bread". Possibly?
