At one time it was thought it would be restricted to guests staying in the Tower rooms.Yes, it’s a lounge TSR. But there’s also a mobile to go bar menu that is supposedly locked to only people staying at Poly. I doubt it is enforced.

Perhaps this a good opportunity to essentially expand the Kona menu in a new location and then see what flavors and dishes people respond to the most before having the "best of" at Wailulu and converting Kona into a signature dining restaurant, something Poly is missing.
