They showed a concept sketch of a ground performer for the first time in that video.
I think I can guess. Based on the dancer's costume, it could be in the Moana unit.

They probably wanted to avoid the Mowgli/Christopher Robin situation when both made rare park appearances. Mowgli and Christopher Robin were the only notable face characters that looked off in a way.

IMO Miguel as a face character in jeans and a sweater would just look like some random guest in the park.
Child human characters in animation just don't translate well to real life adults.

That Mowgli costume just looks weird.
They should have tried Mowgli with abs from the 90s live-action remake. At least he's supposed to be a shirtless adult:

I agree with both of your statements, this also explains Christopher Robin, Mowgli, The Lost Boys and the other Darling Children (Michael and John, except Wendy) hardly make any appearances at the parks as meetable characters (besides an occasional appearance at shows and parades). I'm going to go on a tangent about face characters and silent/costumed character but it's realated to what Animaniac93-98 said above.
Child Disney Characters usually don't translate very well as a face character. Plus some Disney characters have a more stylized and unique designs (especially characters from the Walt era) that are much easier to translate as a silent/costume design over a face character. (Pinocchio and Geppetto for example).
Pinocchio was only seen as a face character for non-parks shows (Disney Cruise Line, Disney On Ice, Disney Cruise Line) and it looks a bit odd. Here's an old commercial that featured Pinocchio from 1989.
There's a reason why the Disney Parks prefers face characters that are adults (Aladdin, the Princesses) or teenagers. Face characters that are suppose to be children (Christopher Robin Mowgli) but have the voices of a grow adult ain't convincing. (Alice and Wendy can get away with it).
Occasionally some Disney Characters that were previously silent characters work much better as face characters. For any older users on here, remember when Lady Tremaine and the Step Sisters used to look like this?
Same with the Mad Hatter before the late 80s/early 90s.
The Mad Hatter, and the Tremaines all started out as silent characters but were turned into face characters in later years. This works since they are able to be much more interactive with guests. Heck, The Queen Of Hearts was actually a face character. But it was only seen at the former dance party/dinner show "Club Villain" at DHS in 2016. Since that got replaced, we hadn't seen this version of the queen ever since. Maybe Disney was testing on how the Queen would work as a talking character.
It's a shame Disney hadn't planned on fully rolling out this version of her. The Queen's current appearance hasn't been changed since the early 70s (along with Tweedle Dee and Tweedle Dum who seriously deserve a makeover).

Except Hiro was only a face character at WDW and DL. Here's a costumed/silent character at the non-US Parks (especially in Paris).
