The typical family in Singapore doesn't use an air conditioner during the day they usually only use them at night and typically its a window unit in the bedroom... It most certainly does not. The north parking lot of AoA/Pop is in the way. And you're neglecting to mention that Buena Vista Drive and Century Drive are in the way and would have to be rebuilt.
Not to mention that the boats at WDW are extremely slow and inefficient. Its faster to walk than to take those boats in nearly every case.
You're right, they'd be willing to deal with complaints over cost for the most part - but they wouldn't dare not put in AC if it was actually needed.
