It’s not a monorail. It’s the subway at Hong Kong Disneyland Resort.

The buses are in Tokyo, the metro is in Hong Kong. Technically, the metro is part of the city network but it only runs between Sunny Bay station and HKDL.
Tokyo has a monorail that looks like this:

When I say, "Oh, I wish they had done this instead of that," I'm not saying I hate what they've done!
I see changes, additions, and upgrades as opportunities to do awesome things. Of course what I think would be awesome might differ what what others think is awesome. And there are LOADS of things that I don't know about that would affect the feasibility of any of the ideas I have. But I think it's fun to think about what Disney is doing, why they're doing it, and how they might have done it differently or better.
So you might imagine that saying: "the buses and garbage cans at Disney are all just ordinary." Doesn't really change my opinion of how they missed an opportunity to add magic to the gondola system. But I promise I'm not unhappy with what Disney is doing and I'm not trying to convince anyone else here that they should share my opinion.

The perspective may be throwing me off, but could it be that the cabins will actually be too low to see the roofs of France and the Eiffel Tower's feet? I didn't see that coming.
They will be very low behind the pavilion. Just high enough to clear vehicles on the circulation road.

But, I thought they were going to much higher up so everyone would panic about the visual impact from across the lagoon, forced perspective ruined!!???!! There's supposed to be chaos ensuing!

I believe you forgot about the hurricane force winds that will be rocking the gondola cars.
And the warp effect from the rapidly over-heating cabins.
Still, the view will be similar from each seat.
