They won't be restricting who can board the gondolas.
Directional signage at DHS shows Epcot as a destination, so some people will use them to park hop.

I am saying they will not be limiting it to just resort guests.

The support bases must be made with a ledge for them to stand on, interesting. If so it seems to me that up close inspection and maintenance such as what they're doing here is standard.

They still need steps to get out of the water onto the platform so they can climb up the towers and hang out waiting for the first guest-filled gondolas in the morning...No needed anymore. They've finally mastered climbing:

Let nature figure it out. It'll be more interesting that way. I'm sure they'll be driving cars next year at this rate.
Well, maybe not driving them, but if someone with suspiciously green skin and long teeth points you to park your car in the swamp next time you visit WDW, better get a second opinion...
Doesn't look like it, because it has walls on 4 sides and no front door. Looks more like a coffee stand.I'll guess it's a DVC sales kiosk.
