It would be nice if everyone could get the Florida resident and military rates, but that's just not the way it works. There's a purpose for all of them. The military rates are intended to thank our service members. As for the Florida resident rates, among other reasons, Disney wants to incentivize Florida residents to fill their ships because Disney knows people that live within driving distance of the terminal are even more likely to come back. Similarly, On the West coast cruises they are offering some discounts for Disneyland annual passholders, i.e. people that live near Los Angeles.

So, what are the chances that those of us in NJ will start seeing discounts on Cruises out of NYC? Heck, from my old place it was a 15 minute drive, if traffic was light, to the NYC cruise terminal.

I'd say slim until it becomes a regular thing. If they go several summers in a row to NYC then it's a much greater possibility. They never did it with California, but then again California is ginormous!! They might as well open it up to half the country. So I think opening up a discount to Disneyland annual passholders was a good compromise.
