When you read all the suggestions the common thread is keep up with your product don't let it all get dated at the same time so you have to do a rush mass fix, and we know what happens when you rush to fix something. Bring back the maintenance crews and let the imagineers do their jobs, give them a free hand.
 
Either Adventureland, Old Fantasyland, or Tomorrowland; if I had to choose just one to get a refurb, then it'd be Tomorrowland. Take out Stitch (though I do like the ride), Monsters Inc., and the Speedway. If you absolutely need the Speedway, maybe redo it to Tron or Cars? Not to mention the scenery to me looks very dated; I get the concept they're going for, with the retro fifties "what-if" type thing, but it just looks very...worn, I'd say. I'd also appreciate a refurb of Buzz and Space Mountain.

I like the idea of a 'retro' Tomorrowland. I.E. what they thought the 21st century would look like in the 60s. The whole Jetsons motif.. but something needs to be done with the race track.. either update it to electric cars (you can keep the sound effects, but lose the internal combustion), or nuke it all together and use the real estate for something else with it.

Perhaps the last scene of CoP could be updated to current every few years, but keep the other scenes the same (maybe clean up the AAs every few years).

And something needs to be done with Stitch..

I've said it a few times and I'll say it again. They need to refurb the Speedway into Sugar Rush Racers from Wreck It Ralph, and in the process lose the smelly gross lawnmower engines.

Tron wouldn't work because that's the concept they used lightly for Test Track 2.0. Same for Cars, they probably wouldn't use it because of RSR in California.

Since @AndyS2992 and @Flippin'Flounder posted their ideas for land refurbishment, I figured why not post some ideas of my own?

Adventureland could use a new ride, maybe something Indiana Jones-related, assuming they're getting rid of the stunt show.

Apparently there's a lot of room in Frontierland for new attractions. They could revive the Western River Expedition idea, but they'd probably have to tweak it so it's not too similar to Pirates and Splash Mountain. Aside from that, give the three existing rides some refurbishments.

Liberty Square I think is fine as is.

In Fantasyland, refurbishments could of course be given to Peter Pan and Pooh. I'd say get rid of the Little Mermaid ride, but I doubt that's gonna happen anytime soon. The Princess Fairytale Hall doesn't need that large space: just stick a new princess meet and greet somewhere else and use the space for a new dark ride. Perhaps Storybook Treats could now be a Pooh-themed eatery, given its close proximity to the Pooh ride and shop. The randomized Mickey's Philharmagic is in my opinion a great idea.

I'm not sure how much land the Speedway covers, but it's gotta be enough for at least two rides (one for Fantasyland and one for Tommorowland).

Speaking of Tommorowland, Buzz can be refurbished and Stitch can finally get the boot.

I agree that as a whole Tomorrowland is most in need of an upgrade, but I think the most urgently-needed change is the removal of Magic Carpets. That changes Adventureland from a beautifully-detailed immersive experience to an amusement park land. If Disney wants an easy way to differentiate itself from the competition, the removal of immersion-breaking things like that is the easiest step to take. (And considering that Dumbo's capacity has been doubled, spinner demand should no longer be a justification.)

Does anyone know if its removal has been / is being discussed? Or why it has continued to stick around for so long?

You don't answer the question since it is about Magic Kingdom, but you are not right about statement about Epcot not changing like in 20 years. I am not saying all the changes in Epcot are good though.

Mission: Space didn't exist 20 years ago, Test Track wasn't opened yet 20 years ago and it got an update earlier on this decade. Soarin' didn't exist in Epcot back in the 1990's and its having an update now. Spaceship Earth got an update less than 10 years ago with it having a Screen ending. Wonders of Life is now used as a Festival Center unlike 20 years ago.

Nemo didn't exist in the Seas back in the 1990's either. Imagination Pavilion had changes in the last 20 years including the Disney and Pixar Festival being the newest Attraction in Epcot. Imagination Ride is now up to its 3 version of the ride although the last version are worse the the original. China Pavilion update their film in 2003 and Canada update their film also. Norway Pavilion is getting invaded by Frozen. The Mexico ride in the Mexico Pavilion now isn't the same ride as it was 20 years ago either.

There is more eating places in World Showcase now than was 20 years ago also.

I voted for Tomorrowland. I thought the land needed a makeover even back in 2009. What is needed now is Space Mountain didn't get a proper refurbishment and it is showing.

COP needs a update. I am not talking clothes for the final scene. I am talking about using the term laser disk as an example and talk about the lasted technology. Disney may have to change the Virtual reality headset since that technology is way better than back 1993. The Headset Disney used in last COP update back in 1993 actually is outdated. I am saying this because I was teenager in 1993 and I remembered how Virtual Reality was supposed to be the next big thing, but it there was problems along with the technology is better now compare to 20 plus years ago. Virtual Reality actually went away around 1996 or 1997 before it reappeared early in this decade with better technology.

Stitch needs to go away and put in a Walle attraction. The Speedway needs to be updated or be gone. My thinking of the Speedway is use for New Tomorrowland attractions or use the land a Fantasy Land expansion.

I voted Tommrowland (even though it's great as is). I love Epcot but some of the buildings are SO outdated, a family member who is now in her late forties remembers most of it from her twenties...

-Speedway either needs an upgrade by adding new quiet electric cars and putting some new themeing around the track OR get rid of it and put something entirely new there.
-Peoplemover needs it's old spiel back
-Carousel of Progress needs an new ending
-The whole land needs more landscaping, it's currently flat concrete and neon lights, so much more fun things they can do.
-Buzz needs all new cars and removable guns and an update to have all 3 movies in there
-Cosmic Ray's needs more staff and seating, was packed with long queues every night in September

Old Fantasyland
-All facades need an upgrade and get rid of the tents
-Peter Pan's Flight needs gutting and needs brand new modern animatronics and scenery
-Small World needs refurbing, lots of dolls and effects not working or missing on my last visit, they can add characters to freshen it up, I'm against adding characters but at this point I'm kinda meh on caring any more.
-PhilharMagic needs new seating, last two times the chairs were broken and uncomfortable, MuppetVision also has this problem.
-Floor needs repaving
-Rapzunzel and Flynn should be meetable at the tower, just kinda makes sense.

I think that's long enough lol
Quite the list (don't disagree with any of it) tends to form when the current administration puts all of WDW in cruise control.

AWFUL job investing in the future at WDW. Now, the projects online need to be done yesterday and instead will take several years. After those are done, they haven't even touched EPCOT and MK pretty much needs all the things you mentioned doing plus all of Adventureland.

Having some bridges over to TSI would be awesome...but with the boat...it would be difficult unless you scrapped the boat and turned it into a restaurant like you said. Though turning it into a restaurant would leave limited seating...but I still like the idea.
