The internet is already difficult to regulate, but if the computer system belongs to the school, it would not only be legal, but acceptable.

Well, not to contradict you, but I do not believe it would have any relation to the Patriot Act. From what Mary has said, it is the school's computer system, so it is within their full rights to monitor what takes place on the system and for what it is being used.
