That's what I'm wondering. How would they put an age limit on those rides. Kids don't exactly have driver's licenses, so they have no way of proving their age. That's why parents can get away with sneaking their small children (who are above the age) into WDW without paying admission. Disney has no way to verify that they are the age their parents say they are, therefore, there is little Disney can do about it. (Not that I'm trying to start a discussion about that...just using it as an example. )
