Breakfast at 1900 park fare in the GF. she's there in one form or another.

We've seen her in England at Epcot and in Toon Town at MK.
Definately England in the World Showcase, along with Wendy.

I saw her near England/UK/International Gateway on Saturday the 21st. Other than that, I'm not sure.

EPCOT:

MGM:
Usually at the Hat. I found her by ABC Theater last time I was there in May.
MAGIC KINGDOM:
I usually find her by the castle or near Cinderella's Carousel or the Philharmagic. Usually in Fantasyland though.
In terms of costumes, I've only found her in her white dress. I've only see her in her other outfit during the MK parade.

We saw her everyday by the Carousel in Fantasy Land...just ask a cast member what time she will be there....or check the times guide you get at the MK to see if she is listed. She was also at lunch at Cinderella's Royal Table when we went.

I also saw Mary Poppins at the Cinderella's Carousel on June 14, 2007 in the morning...probably around ten.

My DD just LOVES Poppins! We are booked for Breakfast at 1900 Park Fare since we cannot miss finding her. Merchandise, however, I have heard is an entirely different matter...i.e., the CM's at DTD told DH to try Ebay!

Had to scan this in because I couldn't find the disk... this was in Exposition Hall, I believe.
Just wanted to share the following...
This is something my father gave me back when he worked in the tunnels. He was a painter for WDW for 20 years.
