They are already forbidden from putting their arm around a female face character. Why do you think there are CMs whose job title is called "character attendant"? To prevent something like this happening.
This is not at all enforced. I see it all the time And have insider info it’s not being followed.

I've seen both the character attendant CM and the female face character politely move a male's hand/arm from her shoulder, waist, arm.

Though my cousin saw him in China once. She said to her friend "whoa, that guy over there looks exactly like Keanu Reeves" then he said "that's because I am" and gave them a wink before returning to his bao bun.
He apparently rides the metro regularly. Don't ask me which line.

Because we are in the culture of extreme over reaction. Someone does something you don't like...stop everyone else from doing it
Someone says something you don't like....stop everyone else from saying it. Someone posts something you don't like....boycott them or fire them.

And Disney is kind of like that as well. A few guests complain and they change something that most other guests liked...unless there's money to be made then guest complaints be damned.

It’s not a question of the right thing happening frequently. It‘s not good enough at this point.

Uh I don’t see the problem with adults meeting characters. And I put my arm around a few of the princesses on my trip a couple months back. I didn’t realize it was against the rules? Maybe they didn’t say anything cuz I’m a charming young guy? 😁 Some of the princesses did suggest a folded arms pose—maybe part of the reason they do this is to do discourage touching? I can see them really cracking down on this moving forward. Leave it to creepy old pervs to ruin everything. 🤷🏻‍♂️
